They wear multilayer "nagajuban," hand towels around their necks, and hold bamboo hats. The woman in front is holding a small lantern with "Hoshukubo"written on it. A celebratory dance, Hoshuku Odori was performed by the citizens of Kyoto at the accession of Emperor Taisho in November 1915.
