抄録: By assuming a small open economy with dual labor markets, we investigate the effects of sanctions on employers of foreign workers who extend their stay beyond the legally permitted period. For this purpose, we assume that all foreign workers enter the small open economy legally and participate in the secondary labor market to supply unskilled labor. All of them are assumed to stay during the legally permitted period and some of them are assumed to overstay and work illegally. We show that if the ratio of overstaying foreign workers is sufficiently high, strengthening the employer sanctions is likely to contribute to the reduction of overstaying foreign workers. On the other hand, if the ratio is sufficiently low, we will be able to reduce their number by weakening the employer sanctions. However, in both cases, manipulation of the employer sanctions aimed at the reduction of overstaying foreign workers makes the welfare of skilled native workers in the primary labor market worse.
