Abstract: On October 20 of 2009,Ministry of Health, Labor and Welfare presented a press release material on the relative poverty rate in Japan based on the identical methodology to OECD. According to this indicator, at the first half of expansionary period through the 14th business cycle, the relative poverty rate fell down, while it rose up at the second half. The latter movement provided a small puzzle since most economists suppose that the economic expansion brings some effect to reduce poverty and inequality. This paper investigates in the puzzle from the macroeconomic view point of business cycle, in particular, corporate behavior on employment.
