Abstract: This paper explores an international labor movement in a framework of two-country macroeconomic model to find the direction of workers movement. In this effort we extend a two-country model by allowing real consumption wage differentials to affect labor supply flows where wages and employment levels are bargained between firms and unions. Our model assumes that structural equations and objective functions of unions and policymakers are symmetric between two countries. We show that workers are likely to migrate from a country where a union and a policymaker cooperate to a country where they do not. This comes from the fact that differences in relationships between a union and a policymaker in two countries produce asymmetric maximization problems.
