Abstract: This paper explores the effects of changes in the rate of the import tariff on international labor movement. In this paper we use an extended two-country macroeconomic model which allows real consumption wage differentials to affect labor supply flows. Since- increases in the rate of the import tariff make the real consumption wages higher, workers in the country with the lower import tariff rate migrate to the country with the higher import tariff rate. However the unemployment rate of each country does not change due to international labor movement, because the levels of full employment and actual employment change proportionately. Workers flow into the country that aims to attain higher real consumption income from the country that aims to attain lower real consumption income. This comes from the fact that the country that aims to attain higher real consumption income chooses the higher import tariff rate.
