Abstract: The purpose of this paper is, in the evolution of Globalization, to make clear the capabilities and conditions of Global Human Resources for acting and thinking globally, and to propose how to develop such talents both in the Japanese Corporations and at the Japanese Universities. In the face of the turning point of the era, such as the Meiji Restoration and the Second World War, Global Human Resources are required and appeared respond to the needs of the times, such as Hirofumi Ito, Aritomo Yamagata and Eiichi Shibusawa etc. who had achieved the modernization of Japan in many area. The most important point is that they had neither received foreign language training nor given pre-study about the country they would be dispatched. The fact is surprisingly simple. They just went to the United Kingdom, inspired the atmosphere there and sensed the place and people. It was just cross-border and cross-cultural experinces for them to understand what should be done. Learning from such history, the globalization of Japanese Corporate System and the reform of Japanese Education System, especially at University level, could be solved much more easily than now argued. The key factor for success would not be English as the company language, nor lectures in English, but the deep knowledge about the business/liberal arts and the ethos for action.
