抄録: In Japan, the safe navigation of vessels and the maintenance of good order in the port have heretofore been provided by the Port Regulations Law, particularly in Nagasaki Port Which is a Specified Port. Because of the recent development of large ships and the increased transportation of dangerous objects, the counterplans for the safe navigation in narrow waters or ports have become the subject of discussion. Nagasaki Port has a long history and is known as a good natural port. However, its safety counterplan in many aspects is not satisfactory on account of the narrow and long geographical features and of annually increasing entrance and clearance of vessels of various sizes. The authors, from the stand-point of navigators, first decided to take up the questions of safe traffic in the harbor and investigated the marine diasters (collision, aground, fire, flooding, capsize, etc.) which took place in the port during the past five years. The investigation provided some informations as follows. 1. The vessels which caused disasters were mostly fishing boats and miscellaneous boats. 2. There was noted no trend of increase by year in the number of cases. 3. Among various kinds of marine disasters, collision was most frequent numbering 24 cases and it was chiefly caused on account of insufficient lookout. / 1. 本調査では汽船,機帆船,漁船,雑種船等の海難発生件数には大きい差はないが,漁船と雑種船に増加の傾向をみた. 2. 長崎港における出入港船舶は年々増加しているのであるが,海難の発生は特に増加しているとは認められない. 3. 海難51件中,衝突は24件(47%)をしめ主位,次いで乗揚11件,火災9件の順である. 4. 衝突の原因は「見張不十分」9件,「運航上の不注意」7件で大半をしめている.衝突事故に生の時間は6時~18時であるが,これは,漁船出港時の頂点が10時であり,又入港時は17時が頂点.汽船,機帆船の出入港時は大体6時~18時であることと一致する.
