Abstract: The purpose of this paper is two-fold: It is discussed what the performance assessment (PA) itself should be under the new course of study (2017) and its significance in Japanese junior high schools, then arguing that PA can be a useful tool for making general inferences about the English speaking ability of Japanese junior high school students. The PA is highly requested by the Ministry of Education to capture their exact English proficiency based on a scoring rubric. The scoring rubric should be based on Can-Do lists, which have become significant in that students and teachers share with each other what junior high school students could do in their English classrooms. It is, moreover, suggested that the findings by the PA contribute greatly to improvements of other language skills, if appropriately carried out.
