Abstract: The environmental treaty “effectiveness” matters. By recognizing its semantic polysemy, it will be enabled to analyze its effectiveness more realistically. The five semantic elements such as political, legal, environmental, policy and social and economic ones can be recognized and applied to an analytical framework for treaty effectiveness.
