Abstract: This paper investigates the effects of minimum wages on the inflow of unskilled foreign workers in a two-country macroeconomic model where each country has dual labor markets. We assume that each country has primary and secondary labor markets where skilled and unskilled labor are traded. In this model, skilled (unskilled) workers can move between primary (secondary) labor markets of two countries because of differences in skilled (unskilled) workers' expected real consumption wages. This paper shows that, in the case where minimumwages are not introduced, unskilled workers are likely to move from a country with a smaller initial skilled labor endowment and/or a larger initial unskilled labor endowment to a country with a larger initial skilled labor endowment and/or a smaller initial unskilled labor endow- ment. Skilled workers on the other hand, are likely to move in the oppo- site direction. If minimum wages are introduced into the secondary labor market of a country with a larger initial skilled labor endowment and/or a smaller initial unskilled labor endowment, such migration canlikely be reduced. However, decreases in unskilled foreign workers' in-flow brought about by the manipulation of minimum wages are accom-panied by increases in skilled domestic workers' outflow.
