Abstract: ISO 14001 was published in 1996, and 14,070 organizations in Japan have been certified as of August 2004. Firms acquiring the certification are no longer only large companies but also small and medium-sized enterprises, and their business types are not limited to electrical/electronic but to diverse fields. Amidst such changes, various difficulties concerning ISO 14001 are being brought to light. Previous studies and surveys conducted thus far, however, merely reveal the number of problems surrounding ISO 14001. This paper attempts to sort out the various issues regarding ISO 14001 based on previous studies and surveys and provide analysis of the problems from two angles, namely as intrinsic problems of the system and as problems that are able to be resolved on an operational level.
